Rolling in a new chain is fairly easy, while timing belt replacement is usually a PIA.
It may be less than 4 hrs job if done multiple times but there is still quite a risk to screw things up - more so compared to other jobs. So 4+ hrs charge is justified.
And yes, checking the tensioner extension is fairly easy - although there is some risk (dropping/loosing small part) when reinstalling the part.
