My understanding that the head bolts are "torque to yield" which is to say you torque to a given limit calculated to be very near the yield strength of the bolt, then an additional quarter turn or so, which takes you beyond the elastic limit, or yield strength, into a region known as plastic deformation. Any further increase in clamping force achieved by tightening beyond the yield strength would be the result of "work hardening" in the metal, which is followed by rupture when you reach the ultimate strength. The specified torque procedure takes you to a known safe level in the yield curve. I wouldn't go more than the specified b/c of the major hurt you get if one breaks.
But yeah, replacing the head bolts is a good starting point to fix a head gasket oil leak. Especially in older 9-5s which have a known problem with their original head bolts being loose.
