On a 9-5 car with no problems and a well working catalytic converter, a 20 minute ride from cold start doing certain stops and idling along the way should be sufficient. With a weak cat, the ride might be longer and cat might not set at all if too weak and C/E light might come back on.
What code keeps coming back in your case?
This is a difficult question to answer since many don't know that different States have different smog rules and even within the same State, there could be harder or leaner rules (CA is one of them).
Also, what was a rule last year have no bearing to what this year bring since smog rules are a living, breathing entity that changes as soon as you have learned one way.
CA is about to change at the end of this year where tail pipe sniffers is of the past on 2000 and up cars and OBD2 readiness from the 16pin socket will be enough to pass or fail the car. How that will work accurately, I have no idea.
