No, there is no truth to that.
Newer Saab's even stops the EVAP test to run above 3/4 and below 1/4 tank.
Maybe some gasoline can find it's way into the EVAP line if filled very full and maybe the engine can sputter when the EVAP test is finally ran but I don't think so.
It was more common with sputtering on the NG900 with a different EVAP system if you over filled and the EVAP purge valve was stuck open.
