It's called a "fuse tap" and it can be found at Radio Shack and many auto parts stores. While that is the easy way to install another circuit, it isn't really very secure, and it makes it a little tricky if you have to replace the fuse in the future. Be sure that you tie wrap the new wire to some adjacent fixed wire or structure to keep that connection from loosening.
I wired in an accessory 12 volt outlet in exactly this manner.
