Mediocre MPG on 2006 wagon: 23mpg highway (long)

Hi all,
I am getting what I'd consider somewhat disappointing mileage with my 2006 9-5 "SportCombi Sport" (currently at 100k) and am partly sharing my "woe" and partly looking for ideas.
When I first got the wagon, I immediately drove it on a 1,200 mile roadtrip (from Wyoming to San Francisco) in November. Despite driving on the nearer end to 90mph, we still got somewhere in the 28-30mpg range--which I thought was quite good considering the speed.
That was 9 months and 7,000 miles ago. Now, when on the highway, I seem to average about 23mpg (around the Bay Area, all season tires, AC on 50-70% of the time). And it goes down, even below 20, with mixed city driving/more AC. Of all the Saabs my family and I have owned (we're approaching 20 vehicles now, including three 9-5 Aero wagons), I have never had one that averaged below 20!
This is frustratingly low. My parents' 2004 Aero wagon loves the highway and trends toward 33mpg when driving 65-70mph (according to the computer anyway).
Since buying my 2006, I have put in new spark plugs (NGK PFR6H-10), done some general maintenance (including oil change and transmission flush) and replaced the rear tires (all seasons in the standard 235/45 R17). In recent times (prior to my ownership), the car had a CPS and new DI. The car generally starts and runs great, steady idle, steady temp, turbo still seems to boost strongly, no oil loss, etc.
The only issue I've had is a flashing CEL that came on in the late winter with a generic code (P1300). It did it to me 3 times, all while accelerating uphill at some speed (40-60mph). It only stayed on once, and I haven't had an issue since replacing the spark plugs. Some diagnosis then indicated that, if it had continued, the MAF might have been the culprit.
I know these cars don't hugely impress on the mileage and there are large number of variables, but I was at least hoping for consistently above 25mpg on the highway.
Any ideas?
TIA
Tim B.
