Our 2005 does that too - sometimes will go backwards even. Almost certainly the baffle. Our 2004 will get stuck at a low setting for a few miles or a day after a fill and then pop up. Again, baffle. Seems to be an issue on all the 9-5's. I use the trip meter to track gas consumption anyway, so I use it as a common sense meter for the gas gauge also and trained my wife to do the same. It is harder on the fuel pump to pump that last 1/4 tank of cruddy old sediment anyway - better not to do that even if the gauge works fine!
