The plastic baffle is a known problem in Saabs of this era. 4 years after bought mine, I noticed the gas gauge 'sticking'...Dealer confirms the baffle was in the way of the float and removed the baffle.
Dealer said this is a well known problem and the solution is to remove the baffle.

I haven't had any problems with the fuel indication since, and I have never noticed the 'swishing sound' from the fuel tank that the baffle supposedly prevented.
