Sorry, I meant the "real" starter relay, aka pull-in solenoid. When energized it connects the starter to the flywheel and also connects its motor to the battery. The contacts in that relay handle something on the order of 100 Amps and are known to go bad.
So if you hear it click and nothing happens - you need to replace it. Unfortunately it is integrated into the starter and the whole thing needs to be replaced.
