I'm a bit confused. Is the problem both the light not working and the leveler not working? I believe that the level controller is on the passenger front wheel. You should be able to jiggle it and watch the headlights respond. I may have had a similar problem on a 2004 Volvo S60 with Xenon self-leveling lights. In the end I couldn't fix it. The headlights send a pulse width modulation voltage back to the ECM which is correlates to the position. The Volvo headlamp assembly would no longer communicate properly. As a result, the ECM put it into a failure mode, pointed the lights down as far as possible, and generated an error signal. The ballast and bulb have nothing to do with it.
