Not to say this is your problem, but I had a somewhat similar issue with the 1999 SE we owned.
In addition to the front wheel bearings, check tires, check brakes dragging, check outer tie rod ends, and check the intermediate shaft bearing. The last one is pretty hard to diagnose without some take-apart, and your car is at an age when they can be worn out.
My 1999 2.3 lpt had some vibration that seemed to fit a bad right front wheel bearing, and when I replaced it, it was obviously bad. But the vibration didn't fully go away - while it was apart I should have checked further. In the next couple thousand miles I replaced the INTERMEDIATE SHAFT BEARING - on the stub axle between the transaxle and the right side CV axle. That IM shaft bearing was really loose and gravelly. After that, the car was way better, but a 'touch' not quite right. As I kept inspecting, I discovered some slop in the outer tie rod ends.
At higher mileage and years, things wear and you may find more than one thing that needs attention - things that all used to be just fine. The original AXLES on that car were still in great shape at over 235K when I gave the car away.
