I got great results using a fairly inexpensive 3M headlight restoration kit. You use a couple of grades of very fine sandpaper to wet sand the lenses, and then you follow it up with some polishing compound. There seemed to be very minimal loss of material in the sanding stages. The downside is that since there's no longer any type of clearcoat, they're likely to yellow or fog up again, but since they look like crap in less than 10 years when new, whatever they used at the factory couldn't have been that great to begin with.
