Welcome to the world of a marine mechanic working on saltwater boats. Stainless steel fasteners and aluminum parts do not play well together. Be careful using anti-sieze. If it is a copper formulation, it will not play well with the aluminum, and the aluminum loses. This is obviously a bigger issue when the parts are immersed in salt water, but the science is still the same. I stick with a small smear of grease on the threads, and have had no issues. Gene's tips are right on when getting enough torque is not the problem. Sea Foam deep creep and hammering around the edge with a chisel has worked well for me more times than i can remember.
