Thanks to everyone for their ideas and inspiration.
The problem turned out to be the stepper motor on the passenger side. The shaft/motor were not engaging, a problem pointed out to me by DMZ (post linked below).
The real confusion came in because the problem was presenting itself as no heat on the driver side (at anything less than max fan speed) when the windshield blower was selected by the ACC. Because I never touch the ACC - and I mean never - I had not attempted to swap to the dash vents to see if there was some other problem with the system. My commute to work is only 8 minutes, so times where full fan speed isn't engaged is rare!
When I pulled the passenger stepper motor out, I was able to push and click the shaft back into position by at least a few MM. Not wanting to tempt fate, I swapped it out with the motor that I had pulled from the driver side and now good to go.
