I don't know the specs of the shock absorber bolt - sorry. In my attempt, I got a little further than you did - got the axle nut off and the shock absorber bolts. FYI, I used a wire wheel to remove all the rust on the exposed threads. Then doused them with lots of PBlaster. Rapped the nuts and bolts a few times to set up vibrations so the PBlaster could penetrate.
I have an electric impact drill from harbor freight and that helped remove the shock absorber nuts. I used it to just rotate the nuts a little then did the rest with a ratchet. I wanted to make sure I could detect ripping the threads, the issue you are facing.
The impact drill did not help on the axle nut. I did try a 4 ft breaker bar and it didn't move. The threads are somewhat fine and can be ruined by over-torquing. I got my torch and heated the nut quite a bit. I was able to break the nut free with the impact drill. I figured that I'd have to repack any grease so I thought heating the nut would be OK.
Got to the point where I had to pull off the hub - Liberal amounts of PBlaster, applied over 3-4 days, and rapping with a hammer per the referenced video - no joy. Considered getting a hub puller but didn't want to go down a road that I could not recover from - see Bernie's caution in this thread.
Going to the shop next week......
