It's a design flaw that makes the head gasket leak oil.
Before, they had a fiber type head gasket but the industry has gone over to a multi layer sheet metal gasket with anaerobic sealant on.
That sealant doesn't work that well and the metal gasket is not as forgiving as the older fiber gasket was so it will start to seep oil from that area since that's where the oil supply up to camshafts are located.
There is also a chance that the oil leak has migrated down between engine block and timing cover removing that anaerobic sealant as well so if only a new head gasket is installed, you might still have a leak from that area.
So the best way is to remove cylinder head, timing cover and oil pan which is almost a rebuild situation and get a new set of piston rings in there at the same time to reduce crank case pressure from blowby gasses.
