Lazy gas gauge - cause?

Had about 1/4 of a tank of gas, stopped at gas station and filled the tank. Notice that the fuel gauge barely moved. Drove a few miles/10 mins and the gauge slowly climbed to about 2/3 full. Let it sit overnight and it now shows almost full/where I would expect it to be.
Various sources say the issues could be the baffles in the tank restricting the float/level sensor or the potentiometer on the float. The baffles were removed many years ago so that is not the cause.
Can the level sensor itself be replaced?
Any other likely causes of this behavior?
Is the OEM replacement a Walbro, Bosch?
