it is ON. At this setting, there isn't any switching, you lights are just full on.
In fact any Saab would do exactly that if you turn the switch to far right.
Try this, turn the switch all the way to the left, i.e. OFF. Then start your car, do all the light come back on ? If so, this would be your standard daytime running light.
