I was told that the reason for OnStar to use the analog circuitry is for the ability to send and receive data. Some may understand this better than I do, but I was told that the information stream needed to be held wide open for updates to be sent to the OnStar modules and that digital service limited the ability to send data....
One must also remember that this system was developed years ago. And while the CELLULAR industry was driving the change towards digital, it's conceivable that OnStar (being a GM organization)was banking on things not changing.
