Ypu're right in that LPG has less energy per unit of fuel, but it also has a much higher octane rating - I believe somewhere close to 110. If you can tune a motor for LPG or propane by using higher compression you end up with a more efficient fuel and the equivelent power to a gasoline engine.
I'd think that you could do exactly this with the turbo management in a Saab.
