The ECU (Electronic Control Unit) upgrade is a chip upgrade to boost the performance of the base light pressure turbo (LPT) so that is closely matches the V6 engine. You only get the power when you demand it while keeping the fuel economy of the 2.3 litre Saab engine. The V6 is a General Motors of Europe engine and is "thirstier" than the Saab inline 4.
As far as I know now, its only available for the 2000 model year base 9-5 2.3 litre engine. Not available for 1999 or 2001...at least yet. My feeling is that making it available for the 2001 would steal sales from the 2001 SE (the V6). My guess is that Saab will make it available after a year or so. The current chip for the 2000s is definitely not compatible with the '99s. A few have done the upgrade for their 2000s here on the board. Look for postings from NU Todd; he details his upgrades and the ECU is one of them....done within the last month I believe.
