I live in downtown Chicago and my 9-5 is purely a city car. It's rarely on the highway. All short trips (10 mins or less), every block has a stop sign or stop light, and when you are moving you're really gassing it.
19mpg for me would be a dream. I'm often getting somewhere in the range of 14-16mpg.
In the rare occasions that I am on the highway, those trips average around 30mpg.
