Sounds like torquing to lower spec is a good compromise, short of knowing for sure what bolts you have installed. With my '02, I wouldn't be too confident of which they were even with a Saab notice, (would they ever be tempted to use up their old bolts, nah ;)), so I guess I'd either use the lower spec, as per your reasoning, or order a new set of bolts which are all supposed to have the new coating.
BTW: did you manage to find a WIS reference to the new bolt torques? I didn't research the torque no's. in WIS for '02. Have you checked whether you can spot the washer under the head in place, cluing you to the bolt type?
I agree, with something as critical as headbolts - especially in a 'supposed' transition year like '02 - better safe than sorry. If I retorque mine, I'll post some feedback.
