Center High Beam Lights have no function with Bi-Zenons

We just recently purchased a (2004)9-5 Aero sportwagon with Zenon (Bi) lights. To my surprise the high beam light or where a high beam light would be in a non-zenon car has no funcetion even though it has a bulb. When the high beams are accuated it simply works a shutter system on the zenon perjector to allow more or less light (High Or Low Beam), but the other high beam light closest to the grille has no function. I was wondering if anyone has heard of a way to get that light to work in harmony with the other light.(Rewiring or relay ??) Dealer did not know that it did not work until I pointed out the concern. It is not a daytime running light either, it seems that it would have made a much better daylight running light than to burn the zenon bulbs always. Can't believe that "SAAB" placed something on a car without a particular function. Help, any suggestions. Thank you !
Sincerely,
"Wanting Brighter Lights"
