I have two 9-5s with the bi-xenon lights, and they are outstanding. I never want to go back to halogens again. Xenons put out roughly 10 times the light as halogens, and are wonderful high beams. I can't see how activating the halogens would help. As mentioned below, the halogens function for "flash to pass" when the daytime running lights are deactivated. I think that it is a mistake to deactivate daytime running lights, as numerous studies have shown that cars with daytime running lights are less likely to be involved in an accident. I wouldn't think of this as a feature SAAB added without a function, but rather a way to configure your headlights in an alternate fashion. I can't see why you would want it - but it is there if you need it.
