Short answer - yes, the V6 in the 9-5 is better than the V6 from the NG900.
I bought a 2000 9-5 Aero back in March, and I test drove several versions of the 9-5 in the process. The V6 is pretty good, plenty of torque, and feels fine. However, it's heavier than the I-4 and this impacts the handling: the 9-5 with the I-4 is a light, lively handling car which is an absolute joy to toss in and out of corners. The 9-5 with the V6 still handles great, but in my opinion it's not quite as lively or sharp as the 2.3 I-4 because of the extra weight in the front end.
Obviously this is a subjective opinion - you might feel differently.
From a reliability standpoint, the only real item of note is that the V6 has a timing belt, not a chain, which must be changed at 60,000 miles. Apparently Saab will change the belt at its cost if you bring the car in within 1,000 miles of 60k (i.e., between 59 and 61k).
I'm a lawyer, not a mechanic, but it's my impression that, although the V-6 may be less reliable than the I-4, it's still pretty reliable relative to other cars in its class.
