as far as i know, the location of that crack is quite common on these Saab heads (between 2 and 3 cyl.). the dealer did not cause that problem, it is either because of old age or overheating/coolant problems. if you can get a new head, then you are lucky.
My last head gasket job (done by a shop) was almost exactly the same milage as yours, and when we took the head off to repair it this time (myself), the head had obviously not been resurfaced the previous time, but i had been charged for it.
also, the performance had not improved when the last HG was done, and this time we found 2 intake valves not seating properly, so that is why it had poor performance (the shop did not have the head vacuum tested).
If possible, you should check to see the wear on your timing chain tensioner - it may need replacing. there may be a way to inspect it visually while the head is off).
You could also change your water pump at this time.
