Your mechanic is an idiot.
It would make life much simpler if he turns the crank to guide the new chain around. The old chain guides the new one through, no timing is lost.
In industrial conveyor applications where many functions (sorting, labeling, capping)are run from the timing of the roller chain. These chains can be hundreds of feet long. When changing the chain, they break the chain, attach the new chain to the old, mark the beginning of the new chain, then turn the machine on & let the new chain feed in by itself. They do not loose any timing at all. When the beginning of the new chain comes around, they shut off the conveyor, and attach the connecting link.
