on later cars with the hall sensor under the crank pulley(non-turbo) there is a fairly thick metal washer/shim- whatever you want to call it that goes between the bolt and pulley.
As far as cost goes any decent mechanic could have looked down the firewall while the engine was running and seen the wobbleing pulley or at least stuck a prybar down there to check it out. I would be embarrassed to tell a customer that it took 8 hours to diagnose a loose crank pulley.
Yes you should replace the oil seal,
And it is very likely that the keyway was damaged, I had the pulley on my 99(16v)come loose and it destroyed the keyway enough that I could not get the pulley back on, but who knows to what extent it was damaged on your car, if the pulley engages tightly then just go with it or else you will be paying this shop to remove and take apart some of your engine, and from the looks of it that wont be cheap.
