I have seen the spacer ring ("shim") used only on the later 900 models crack and/or fall out. I believe it results from the crank pulley bolt being tightened with the spacer ring not centered on the pulley face. It would not have the force applied evenly across the spacer ring, and the spacer could then crack. When installed (centered) and torqued correctly, this spacer ring should not break (even with the considerable torque specified by SAAB for the crank bolt). SAAB does not specify replacing this spacer ring with crank pulley replacement.
By the way, the harmonic balancer and crank pulley are the same part...just to clarify.
I would be concerned that your crankshaft/key are damaged. This is a really bad situation, considering how expensive it would be to fix correctly.
