to most failures isn't a shim failure, its the breakdown of the rubber damper that's between the center shaft and the outer steel pulley wheels. They use a hard rubber elastomer between the inner and out steel sections and overtime it ages, cracks, fails, and presto... wobbles develop, and the wobbling usually results in the belt tension going all over the place, and since ALL the pumps are driven off that that crankshaft pulley (water, A/C, power steering) as well as the alternator, slowed belt speeds can really much up your day, not to mention what happens if the pulley comes in contact with the engine block during a wobble cycle (say goodbye to the ignition timing sensor and thus the ability for the computer to know when to charge and fire the ignition coil).
What happens when the belts turn slower (or stop turning altogether) ? Well, the water pump either doesn't circulate, or circulates poorly (engine overheats), the alternator stops charging the battery properly, the AC fails to pump cold air properly, oh and kiss yer power steering boost goodbye also.
