I agree with you that it would certainly be counter productive to iniate any minimum offroad use requirements. I do have to say though, that it is high time they tax SUVs and pick up trucks appropriately. It is widely known that heavier vehicles cause much, much more road damage than a lighter car. Vehicle should be taxed according to their weight more so than their cost. It is also completely unreasonable that SUVs don't have to conform to similar gasoline efficiency standards that are put upon cars. For example the most recent Subaru Outback was made larger and heavier so it wouldn't be classified as a passenger car in order to avoid stricter efficiency standards. Every vehicle should have to conform to the same standards in order to be fairly taxed. I really do wish they would import better diesel technology from Europe. There is a lot of potential with these engines that American don't understand. Some food for thought, While a new Acura SLX maynot be as efficient as a classic 900, its emissions are infact cleaner and therefore less harmful.
