I have a 1991 900S with the 2.1L engine and had similar things going on here in south Florida, prior to some fixes. First, do the townsendimport.com fan fix. It is not difficult to do, the worst being relating the correct pins on the relays to the wiring diagram/instructions that townsend provides. Should take about 30min max. Email me know if you need a used relay. New they are over $50 ea.
Next, be sure to install 82 degree fan switch AND thermostat. While doing this, be sure to check the condition of your upper radiator hose as well.
You describe using the AC and not, does not change the temp much, which indicates to me your radiator may be flowing well. Basically when you have the AC on, there is an increased amount of heat being pressed through the readiator since the AC condensor is first behind the grill.
Once you have done the above small items, and it still runs hot, its time to change out the radiator.
