the bar can't wear out: its properties (material modulus and physical dimensions) fixed, and they are all that dictate its performance. so unless you damage it, it will always perform the same. however, sway bar bushes can have a very significant effect on bar performance: rotten bushes delay the bar's action to the point that they don't begin to manage weight transfer until the car has already rolled (leaned) quite a bit - may as well remove the bar LOL. strong solid bushes can effectively double a bar rate in some instances.
