Belts (water pump, alternator, a/c, pwr steering) tend to squeal (if they're going to) when the engine is cold. Once the engine/belt has warmed up, it becomes more flexible and not squeal anymore. You would definitely hear the squeal get louder and faster as the engine speed increases, leading you to believe it is the turbo.
Rev the engine by pulling on the throttle linkage while the engine is cold and try to determine where the squeal is coming from.
