the turbo bypass valve ("hooter valve") isn't working properly. It's operated by intake manifold vacuum which increases drastically when you lift off the throttle. It prevents the pressure wave from the turbo from being reflected back to the turbo compressor and stalling the car.
here's a quickie way to diagnose it: take the vacuum hose that goes down to the TBV off the intake manifold and suck on it. If it doesn't hold vacuum, you need to replace the valve. Make sure that the vacuum hose isn't split, broken, and is still attached to the TBV.
