Sounds like you're right, high NOX because the engine is running hot. This could be a couple of things. The thermostat is a cheap fix, I'd also replace the fan sensor on the left side of the radiator. Put one in that runs a little cooler.

A bad O2 sensor could cause the engine to run warm too. Old O2 sensors get lazy and don't track changing engine conditions well. A sleepy O2 sensor will cause the engine to run lean and warm. If the emissions test involves changing RPMs, this could be a contributor as well. It is an easy fix on the non-turbos (I have a 900S), a bit harder on the turbos from what I've read.

I'm not a turbo expert so there could be other reasons . . .
