clutch beeding is killing me

4 months ago I put in a new clutch and new slave. Everything went well (it was the second time i had done this particular task). The job was completed under a bit of a timeline and i never managed to get the clutch bled properly- it worked but it engaged within an inch or so of the floor. Annoying but functional. I have recently had some time to deal with the situation but i have not been able to make any improvement.
The clutch has been pressure bled forward, pressure bled backward with a big syringe, and finally pumped(with the pedal) through a 6ft piece of tubing from the slave nipple back to the reservoir multiple times. I also rebuilt the clutch master seals and went through the whole bleeding process again.
No matter what kind of bleeding routine i do i seem to end up in the same place- when pressed, the pedal travels through approximately 2" before meeting resistance. I have checked the pedal itself to see if the hole has become worn but it looks just fine. There is no leakage in the system at either the master or slave ends and hydraulic line had been replaced one year previously so it is in good shape.
One thing which does seem strange is that after my three most recent attempts at bleeding the first time i go to use the pedal after closing the bleed nipple the pedal feels perfect- it meets resistance immediately. However on subsequent presses it reverts back to its 2" from the top situation.
Any ideas here? I've read pretty much every post on bleeding and tried every reasonable technique. Does this sound like a problem with the rebuilt master? A partially failed clutch slave?
