You're right! Those numbers sound too high! We're from Canada, so I bet the magazine I pulled the numbers from was using imperial gallons!! I would have thought the car display would be US Gallons though...
Many 9-5 owners *seem* to be able to get much better fuel economy than EPA numbers would suggest (low-mid 20's city, low-mid 30's highway vs 18/27 - see link). I suspect that is turbo related. Certainly depends a lot on the driver. They may also be reporting inaccurate SID readings...
Recalculating that, the Civic would have averaged 42 mpg on the entire trip (maybe 80% highway, 20% city). Still outstanding fuel economy! And still just about the only reason to buy a Civic...
