disconnecting NTC sensor brings O2 sensor to life

I'm chasing down leads on my lean-running/smog-failing 87 900 turbo.
Now analyzing the performance and numbers from my 02 sensor and AMM. The car is running great and idling around 850rmp. Last night I reset the AMM resistance number to 380.
I've plugged my digital meter into the test plug over by the power steering reservoir.
The numbers should be bouncing between 0 and 12. But today after the commute into work, my meter shows a static .73. Blipping the throttle does nothing; the number may pop to .72 but it quickly returns to .73.
This seems wrong. But if I disconnect the NTC sensor, suddenly the meter readout springs to life, spanning from 0 to 13 (and the idle rises a bit to about 1200). The numbers will continue to swing in this range as long as the NTC is disconnected. It seems in this state the 02 sensor is working correctly.
As soon as I reconnect the NTC, the number locks back into the static .73 readout. And the idle drops back down.
The NTC sensor is about 2 years old. I see Anders has diagnosed bad ECU condition if the number doesn't move.
If I'm going into the test with a .73 readout, that would explain my lean running and high Nox.
Any ideas which way to head?
