As I recall, as stated above, the AMM controls mixture until the fan operates (engine no longer cool) at which point the ECU works with the O2 sensor. THe voltage should swing about 0.5 V around a median reading of 0.7 V. Fiddle with the AMM setting until this happens. If it does not, then your AMM is probably tired or unwanted air is entering after the AMM (leaking vac line/turbo plumbing).
