be a caliper issue. Rebuilts are $130 odd for a pair (eeuro), plus core charge. The front calipers get sticky, which is the only thing that would allow the rust to remain on the rotors. Not using the SPG much? that would contribute to that, but the calipers get sticky with age anyways. Frequent flushing is good for that, as moisture causes rust. I would try retracting piston (screwdriver carefully as a lever), then grease sliders, then push the pedal through the floor, with the engine running. That may buy you some time, but plan for new calipers anyway.
