The pencil lead piece about an inch long goes inline with the ignition key. You install it from the bottom up, and then the rocker goes on top after you fumble the retainer plate on top or the whole mess falls apart and you start over. It is so when you "push" the key into the ignition lock, it then transfers motion to the rocker.
Good luck on tracing the voltage leak.
