Our local Saab mechanic said he's never seen a head need guides but the machine shops will say it's routine-that's good for many dollars of profit. You can check the valves by putting the head on blocks and putting a spoonful of WD-40 or equivalent into each port. If it leaks out the valve then the you should lap or have a very light valve job. They usually don't burn but deposits will build up and keep them from a perfect seal. If they don't leak and you aren't burning oil I'd check the head for warpage and only plane if needed. I've given up on machine shops. The last time I went in I asked them to check for warpage and contact me because the head had been surfaced once already. They called and had already resurfaced it. When I picked it up I asked them if it had reached minimum thickness. They didn't have a clue if they had ruined the head or not.
