This is not terribly surprising. I've seen the same thing in Sweden and Finland. I would surmise that it is possible the cars with the 1994 VINs were only sold to the USA. With a 1994 VIN code, US dealers didn't have to be selling "leftover" 1993s...
Regardless of the VIN, they were all built during the MY 1993 production cycle, as there was a mandate, at least in the USA, for dual front airbags for cars built after a certain date.
