I've got an array of cheap-o thru to expensive 17mm box wrenches, all with different thicknesses at the head...
I slip the cheapest/thinest one over the turbo-side bolt heads, and turn the other head of that set with either a socket or other box wrench until that cheap 17 is pressed against part of the turbo, support bracket, or whatever...then I keep twisting...
If you just cannot even turn them, try this setup, but with leverage.
And more PB blaster in a rag, overnight, wrapping the area.
