Not sure if you already own the car and are thinking of restoring or are thinking of buying it for restoration. Is the rust surface or through the metal. Is it a Pa car, PA known for salt use in winter. These are all things I would want to know if I were doing restoration. I was born in Aussie land but raised outside Pittsburgh. I would never buy a PA cardue to salt and rust. If you already own the vert ( My GF has a 94 teal green and I a twin of yours but 93 vert. Every one of the 7 I own are rust free, as I made sure I looked them over well and bought them in MD, TN , AL, GA.Body work put into a rust car isn't money well spent . BUT thats just muy thinking. A little rust is like a little cancer. Couls be a lot more to follow. Sorry for the analogy, but I am being honest. Hey if it's just surface rust, and you checked out the floor boards, w/o carpet, the suspension etc. Then if you own it thats a plus. You know the care it has already had.A new top you can learn to do yourself if you can find new tack strips and a air staple gun you can borrow.Someone else will have to help you with a good body shop that is Saab savvy.
