Bill, the wire I'm telling our friend to ground as a test of the fuel pump/fuel pump relay circuits ONLY goes to ground when the ECU, with engine running or at least cranking, tells it to go to ground.
I'm personally not sure what it shows when ignition is on and car isn't running cause I've never tested it, but it's definitely not ground. I believe if he's tapping into that wire with positive probe, and with negative probe to car body, and ignition is on but car isn't running or cranking, his meter will show 12 volts. That just shows wiring to relay is good and relay's coil isn't open.
As I've said, if Saabnutt taps into it and GROUNDS it temporarily as a test, his fuel pump should run as long as his tap runs to ground, with ignition on.
He should then verify if fuel pump is indeed running, by listening at tank or at fuel rail under hood. Then, leaving jumper in place and fuel pump running, crank it and try to start.
