Also, you asked about heat. It definitely wouldn't weaken the bolt, go ahead, except you don't probably want to use it here because you don't want to set the shock bushing on fire and have nasty black rubber smoke all over.
I bought a Bernzomatic push-button-to-light torch a few years ago and use it with a Mapp gas cylinder, hotter than propane, and I am almost ecstatically happy with it.
On relatively small-diameter stuff it lets you get a nut up to glowing heat, which makes removing it even without all the above precautions go pretty well. Heating, quenching with oil, then burning the oil off and reheating again seems to be best.
If, when removing a nut, it starts to squeak in protest, that's what happens as it locks up, just before it shears off. You need to stop and reheat, before going further, maybe even back up.
