I did not have the switch out at all. Since the locking pin was gone from the original cylinder, I just slid it out and slid in the new cylinder with the key in the same position. In both cylinders the key turned smoothly. The steering wheel is currently out of the car, so I can try moving that around. Battery is also out. So it could be a security related thing. I'll mess around with it some more after work.
